Former Reserve Bank of India (RBI) governor C. Rangarajan, who chairs the Prime Minister`s Economic Advisory Council, has just been named chairman of the PM`s commission on deregulation of sugar industry.

The timing of the appointment is intriguing. It comes not only when elections have been scheduled in Uttar Pradesh, where the sugar industry is in crisis, but also when the model code of conduct is in operation.

Sugarcane production, pricing and procurement are sensitive issues in the heartland state at this time.
