Apex court to examine cane growers' plea for settling pending dues

NEW DELHI: The Supreme Court today decided to examine the plea of sugarcane farmers seeking settlement of pending dues running in thousands of crores of rupees due to "unreasonable" delay in payment by sugar mills, triggering farmers' suicide. 
 

The apex court, which agreed to consider the PIL filed by Consortium of Indian Farmers Association (CIFA), sought the response of the Ministry of Agriculture and Farmers Welfare and Ministry of Consumer Affairs, Food and Public Distribution within six weeks. 

"It is a good cause. This can be called a genuine PIL. The type of PIL which we get nowadays are different. When this type of PIL comes, certainly any court has to take note of it. This is a type of case which the court should look into. It is a sincere PIL," a bench comprising Chief Justice H L Dattu and Justices S A Bobde and Amitava Roy observed. 


Senior advocate Rakesh Dwivedi, along with advocate Sridhar Potaraju, submitted that hardship suffered by the cane growers due to non-payment of price by sugar mills during 2012-15, had led many of them to fall into the debt-trap. 
 

Dwivedi explained the reasons behind the plight of the cane growers and said, the industry was facing uncertainty which needs urgent consideration. 

He submitted that the revenue generated by sugar mills by selling sugar, was less than the cost of production due to which the mills have been unable to clear the arrears of farmers, which ran into over Rs 15,000 crore. 

The senior advocate said while the price of sugar had fallen, multinationals like Pepsi and Coke, which use sugar in their products, were not reducing the price of aerated drinks. 

The petition, filed by CIFA President Satnam Singh Behru also sought that the Fair and Remunerative Price (FRP) fixed under the Sugarcane Control Order, 1966 is implemented and payments are made by the mills to the cane growers within prescribed period of 14 days.
